Sean Todd

As founder and president of Fox Potomac Resources, Sean Todd has over a decade of work within the Legislative Branch, Executive Branch and private sector lobbying arena in Washington, D.C. Prior to founding FPR, he spent three years in the government affairs and marketing offices of International Technology Corporation. He is responsible for the development, implementation and management of firm’s activities, including client development, execution of work and deliverables, and sole P&L responsibilities.

As Director of Federal Relations and Marketing for International Technology, Sean conducted strategic advocacy representation within the environmental and infrastructure programs of the Federal Government and monitored and shaped legislative, budget and regulatory trends of interest to IT. Sean was given additional corporate responsibilities in to pursue and support the continuing development of the company’s strategic plan. He executed strategic market development, sales targeting and direct marketing campaign implementation. These new initiatives include mining restoration, contaminated sediments and watershed restoration activities, electricity deregulation, transportation and other issues.

Prior to joining IT Corporation, Sean worked for the Secretary of Energy as his speechwriter, initiating and authoring key public addresses on high profile issues such as renewable energy and energy efficiency, environmental cleanup programs, science and technology issues, and electricity restructuring. He also served on detail as an analyst to the White House Council on Environmental Quality to analyze budgetary impacts on environmental programs. For the $6 billion EM program, Sean served as a speechwriter to the Assistant Secretary and as staff project manager for the National Dialogue on Nuclear Waste.

His career also included stints as a high school teacher, coach, and summer school principal. He has also worked on four Presidential campaigns.

Sean resides in Alexandria, Virginia with his wife Stacia and their four children. Sean holds a BSFS from Georgetown University and an MS in Conservation Biology and Sustainable Development from the University of Maryland.


Kim Gilliam

As Director of Research and Administration, Kim Gilliam comes to Fox Potomac Resources with more than 9 years of publishing experience. A seasoned researcher and writer, Kim has covered the impact of federal, state and regulatory actions on various industries and the effects of advocacy on science, technology, energy, and health care policy.  She directs overall business operations, marketing, and research activities for FPR, and has responsibilities for legislative, policy, and regulatory research at FPR.

Recruited to facilitate all business operations for FPR, she has expanded her role to provide services in the area of marketing, public relations, and government and community affairs. She has developed highly positive constituent relationships by attending and addressing forums, meetings, conferences, civic associations and political events throughout the District.  She also manages marketing, internal and external communication matters, including communication with members of Congress, other federal agencies, state governments and community stakeholders.

In addition to overseeing research operations at FPR, Kim oversees all aspects of the business operations at Fox Potomac Resources.  She has improved operational efficiency at FPR by forecasting delivery schedules and overseeing the financial operations. Kim has developed and implemented company accounting, payroll, and financial reporting systems; managed cash flow during seasonal peaks; and lowered the accounts receivable time by developing improved collection strategies and incentives.  She continues to provide advice and assistance to FPR management and clients on the research needs and perceptions of key constituents, develop research proposals for plans and coordinate the implementation of communication, policy and programmatic strategies.  She researches and presents reports on emerging energy topics to identify emerging market trends and growth opportunities.

Kim resides in Alexandria, VA, with her husband, Chris, and their two children. She earned a BA in English from George Mason University.


Christie Dawson

Christie Dawson is a public interest advocate who has specialized in higher education policy since leaving US Senate committee staff in 1993.  That same year Ms. Dawson became the chief federal advocate for a major land grant research university, the University of Arkansas, and successfully gained millions of dollars in federal appropriations funding for cutting edge agricultural and engineering projects as well as monies for projects within the Fulbright College of Arts and Sciences.  She has experience working also with the Arkansas state legislature and is familiar with the often arcane inner workings of a public university system.  After nine years of service to a public higher education institution, Ms. Dawson was recruited back to Washington, DC by the American Association of State Colleges and Universities (AASCU) where she served for nearly five years as its chief federal policy advocate.  Ms. Dawson knows all of the higher education players on the Hill, in the federal government, within the other higher education associations, within the broader education community and in the education press. 

Christie has a BA from Hendrix College and an MA from Georgetown University.


Marcus DuBois King

Marcus DuBois King is a Washington representative and policy analyst for companies engaged in a broad range of energy-related and environmental activities.

King is Washington Representative for the Sustainable Profitability Group, a consulting, investment, and research firm focused on emerging opportunities in alternative and distributed energy technology. Since 2002, he has also served as Research Director of the Sustainable Energy Institute (SEI). At SEI he works with large corporate energy producers and consumers to promote dialogue on clean energy policies and technologies. Prior to SEI, King was Senior Manager for Energy and Security Programs at Numark Associates, a DC-based energy and environmental consulting firm where he represented and prepared reports for corporate clients engaged in power generation, climate change and waste clean-up related activities.

Previously, King worked directly for the Deputy Under Secretary for Environmental Security at the Department of Defense. With an annual budget of over $5 Billion, the Deputy Under Secretary was DoD's Chief Environmental Officer responsible for all environmental programs including waste clean up. Prior to DoD, Mr. King served as research assistant to the Deputy Secretary and Under Secretary of the Department of Energy. These officials maintained oversight of all issues relating to the national laboratories and the nuclear weapons complex, including environmental and radioactive waste management.

King received a B.S. in Foreign Service from Georgetown University and an M.A. in Law and Diplomacy from The Fletcher School at Tufts University with concentrations in International Environmental Policy and National Security Studies. He is currently writing his Fletcher Ph.D. dissertation on the national security implications of climate change and holds a position as an adjunct faculty member at The George Washington University. Marcus is an independent contractor to Fox Potomac Resources.


Linda Lingle

Linda Lingle has extensive experience with elected and appointed government officials and programs at all levels including local school boards, mayors, state governors, tribal officials, Congress and the White House. She provides an array of services including government relations, community relations, program development, fundraising and lobbying for a diverse collection of clients.

Recently she held the position of Principal Deputy Assistant Secretary for Congressional and Intergovernmental Affairs at the Department of Energy. In that capacity she worked with all program offices within DOE to ensure that their actions, plans and messages were communicated to the relevant state, local and tribal governments. Managing a staff of 40, her portfolio included engaging elected officials in discussions related to electricity, oil, gas, science, nuclear waste, renewable energy and energy conservation issues.

While at DOE she also developed strategy for the Foreign Research Reactor (Atoms for Peace) program with Congressional, state and local elected officials, community leaders and environmental groups, and played a key role in the development of site-specific advisory boards in the communities surrounding the Nuclear Weapons Complex as part of the Administration’s openness initiatives. Linda currently runs her own consulting firm and has a variety of clients. She is an independent contractor to Fox Potomac Resources.


Scott Sklar

Scott Sklar runs his strategic marketing and policy firm, The Stella Group, Ltd, which he founded in 1995 and came on full time to lead in 1999. The firm specializes on blending technologies and financing for projects, assisting companies to scale-up market penetration, and facilitate federal and state polices to expand markets. Previously, Sklar served as Executive Director for 15 years of two national trade association concurrently, the Solar Energy Industries Association and the National BioEnergy Industries Association. He also cofounded and ran for three years the US export consortium of all the renewable energy trade associations, the US Export Council for Renewable Energy, and cofounded its sister energy efficiency entity where he served on its Board of the US Export Council for Energy Efficiency.

Prior of running trade associations, Sklar was Political Director of The Solar Lobby for two years— a renewable energy advocacy group founded by the big nine US environmental organizations. And for three years previous to joining the advocacy organization, served as Washington Director for two years and Acting RD&D Director for one year of the National Center for Appropriate Technology (NCAT), a federally-funded applied technology institution promoting renewables and energy efficiency for local communities both in the US and globally.

Sklar started his energy career serving as a military and energy aide to Senator Jacob K Javits (NY) on his Washington personal and Committee staff for nine years, and cofounded the Congressional Solar caucus in the mid-1970’s where most of the renewable energy legislation first was passed by the US Congress as a result of the first and second oil embargos.

Sklar sits on the Board of Directors of three non-profits: the Business Council for Sustainable Energy (BCSE), Renewable Energy Policy Project (REPP) and the Sustainable Buildings Industry Council (SBIC). Sklar has coauthored two books, “The Forbidden Fuel: A History of Power Alcohol, published in 1985, and a “Consumer Guide to Solar Energy” first published in 1998 and is in its third publishing released in 2003.

He lives in a solar home in Arlington, Virginia incorporating passive solar features, solar water heating, photovoltaics, and high-value energy efficient lighting and appliances. Sklar's VA office of The Stella Group, Ltd. has the nation's first leased 5 kW fuel cell and 1 kW of photovoltaics. The Stella Group and Fox Potomac Resources are strategic partners in serving clients with mutual objectives.
